While at WisDOT, Mr. Hartzheim was instrumental in the development of motorizing leveling operations for the Wisconsin Height Modernization Program.  ATVs were selected and outfitted with adjustable framing brackets and carrying trays to facilitate mounting of invar rods and tripod/instrument.  An agriculture distance measuring sensor was used to determine balanced distances between foresight and backsight.  The implementation of this innovation produced an increase up to 40% in daily production of Second Order Class I leveling operations.
